In Arizona, betting is limited to tribal casinos, horse and dog racing (but not on the same day), and the state lottery. The Arizona Department of Gaming supervises tribal casinos and works with tribes to monitor them, which are governed by Arizona Tribal-State Gaming Compacts.
Arizona Gaming Regulations
The Arizona legislature approved Laws 1995, Chapter 76 to transform the Arizona State Gaming Agency into the Arizona Department of Gaming, which is responsible for protecting the public, guaranteeing gaming compact compliance, and regulating the gaming sector. The compacts went into effect in 1993, and in 2001, they successfully negotiated deals with 21 tribes for the regulation of approved Class III gaming activities on tribal lands in the state.
The Arizona Tribal-State Gaming Compact, signed in 2003 by the state and 21 tribes, established the types of permitted games, established technical standards for gaming machines, authorized the state to inspect casinos, ordered background investigations and licensing of casino employees and vendor companies, and required tribes to contribute one to eight percent of their gaming revenue to state and local governments.
The legal minimum age for lottery and charity gambling is 18, but casinos and racing wagers require a minimum age of 21.
Native American Casinos
There are currently 16 Arizona tribes operating 26 Class III casinos in the state, while another five tribes do not have casinos but have slot machine rights that they may lease to other tribes with casinos via transfer agreements. All casinos in Arizona are on Indian reservations. The Arizona Tribal-State Compacts allow for a maximum of 18,158 slot machines, 3,318 blackjack tables, and various varieties of poker in the state. A casino can also include a maximum of 1,301 slots and 119 blackjack and poker tables, with a maximum wager limit per play of $29 for slots and different bet limitations for table games.
Arizona Sports Betting
The state of Arizona prohibits sports betting. It is prohibited to operate or play at an Arizona-based internet gambling site. At this time, the only legal online gambling alternatives for Arizona residents are legal Arizona online casinos, poker rooms, and sportsbooks that are licensed, controlled, and located outside of the United States.
Online Sportsbooks
Despite the fact that there are no sportsbooks in Arizona, either physically or online, bettors can still choose from a variety of offshore choices. Offshore sportsbooks are typically regarded as a far safer bet than domestic bookmakers. Aside from the convenience of making bets directly from a computer or mobile device and a range of alternatives, internet bettors can rely on reputable and well-reviewed offshore bookmakers to constantly offer lines and pay out, which may not always be the case with local bookies.
Arizona Poker and Casino
Outside of tribal casinos, poker and other casino games of any kind are not permitted in the state of Arizona.
Online Poker
Because poker rooms outside of tribal casinos are illegal in Arizona, internet games may appeal to interested players who can find offshore websites to participate.
Other Arizona Gaming Options
Wagering on horse races, harness races, and dog races is legal. However, in the same county, midday dog racing is not permitted on the same day as daytime horse or harness racing. Furthermore, charitable and social gambling, as well as prize raffles, are legal in Arizona.
The Arizona Lottery
The Arizona Lottery began in 1982, with proceeds from ticket sales going to programs and organizations in four major sectors of the state: economic and business development, education, the environment, and health and public welfare. It is projected that the lottery produced more than $3 billion for these beneficiaries between 1982 and 2013. Lottery games include anything from instant-win scratchers to jackpot drawings like Powerball and Mega Millions.
